What is Fiscal Sponsorship
Charitable infrastructure without starting from zero.
Fiscal sponsorship allows a charitable project to operate through an established nonprofit organization. Approved projects can receive tax-deductible donations and grants while Veterans Collaborative provides financial stewardship, compliance, and administrative oversight.
The project leader continues to guide the mission and program work. Veterans Collaborative assumes the responsibilities required by the selected sponsorship model and the written agreement.
Fiscal sponsorship is not automatic approval, a pass-through bank account, or a substitute for active project leadership.

Model A
Direct project
The project becomes a charitable program of Veterans Collaborative. VC maintains legal and fiduciary control while the project leader manages approved program activity under VC oversight.
Best for:
New initiatives, time-limited projects, and leaders who need a full charitable home.
Model C
Pre-approved grant relationship
An eligible separate entity conducts the work and receives restricted grants from Veterans Collaborative for an approved charitable purpose, with expenditure responsibility and reporting.
Best for:
Separate legal corporate or emerging c3 entities with their own structure that need support for a specific charitable program.
Final model selection is based on legal structure, charitable control, activities, funding, and risk—not preference alone. Veterans Collaborative does not operate as a pass-through.

*Additional or extraordinary administrative services may carry separate fees when applicable. Projects are provided an FSP Handbook that educate on how disbursements, records and retention, restricted funds, and available balances work. Projects are required to submit an annual strategic plan, and participate in annual reporting.

Hobby or passion projects with limited charitable activity or no clear plan for sustained public benefit.
Individuals primarily raising money for themselves, their business, travel, personal expenses, or personal financial support.
For-profit ventures seeking charitable dollars without a clearly segregated charitable program and appropriate structure.
Projects whose main purpose is simply to pass money through to another established nonprofit. In many cases, donors can give directly to that organization.
Organizations seeking a “501(c)(3) umbrella” without accepting fiscal-sponsor oversight. The sponsor must retain legal and financial control over charitable funds.
Projects that want unrestricted access to donations or expect funds to function like a personal or independent bank account.
Projects unwilling or unable to maintain documentation, budgets, receipts, reporting, contracts, and other compliance requirements.

Fiscal sponsorship allows a charitable or educational project to share a common administrative platform with a larger organization, thus increasing efficiency. The project does not require its own legal entity or tax-exempt status from the IRS. Through Fiscal Sponsorship, Veterans Collaborative can offer immediate 501(c)(3) status to your Veteran initiated or Veteran serving nonprofit program, allowing you and your project to focus on leadership, fundraising, and programmatic activities.

Each fiscally sponsored Project at Veterans Collaborative is supported by nonprofit experts to support your organization and work, including:
Operational and Financial Management to track and monitor all project revenues and expenditures, with financial reports and annual auditing.
Grants Management to administer all grant agreements and reporting.
Risk Management for charitability and compliance.

Veterans Collaborative provides fiduciary oversight, financial management, and compliance administration.

For comprehensive services of a Model A and Modal C fiscal sponsorship, including fiscal and grant management, compliance, and capacity-building or charitable project support, Veterans Collaborative assesses a nine percent (9%) service fee on on all gross revenue managed for the Project. Gross revenue is defined as cash received from any source.
The fee for all funding from government sources is a fifteen percent (15%) overhead allocation. The higher rate attributed to government funds is necessary to cover extra administrative costs related to additional tracking, single audits and reporting requirements.
Our fee structure encourages growth and is competitive with other fiscal sponsorship providers.

Veterans Collaborative does not assist with direct fundraising for Venture Projects. However, we do advise on best practices to help you grow your mission and footprint, which is our commitment to our Veteran connected community.

Yes, nonprofits business development and sustainability requires consistent leadership. We believe fair and balanced living wages should be accessible to veteran and military families, as well as the the advocates that serve them.

Yes, projects can apply for grants with VC approval. However, grant opportunities are strictly tracked and monitored.
Grants do not and will not support start ups. If your only funding pipeline for pilots and new initiatives are solely large national grant opportunities, your funding plan needs more work.
Diversification is essential, and your strategy should include personal investment, individual support, community based support, and corporate sponsorships for start-ups and pilots.
It is our recommendation that projects do not apply for grants until they have programmatic outcomes (usually after 1 year).

All funding is received and administered by Veterans Collaborative for charitability and compliance.
Model A Projects: All project operations and activities fall under Veterans Collaborative legal umbrella, including trademarks and other IP. However, if projects grow into their own charitable organization, VC may transfer these properties to the new organization as long as the mission and intent remain the same.
